The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capability provided through up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
